The 30-year-old was among nine players set to be out of contract at the end of this season.
However, McLean has now become the first to extend his stay. His new contract will take him to the summer of 2025, with the club holding an option for a further year.
"We’ve got a really important period coming up," McLean told Norwich's website. "We know we’ve got to improve on the pitch, but we’re raring to go and can’t wait to get back into the season again."
McLean joined Norwich from Aberdeen for a nominal fee in January 2018. He has made 158 appearances for the club, scoring 11 times and winning two Championship titles.
Sporting director Stuart Webber added: "Kenny has been outstanding for us. As a club we invest in young talents to develop, but it’s important we have a core of senior professionals to help guide our younger players.
"Kenny does that and more. He is an integral part of our plans going forward."
